2025 wildfires in Canada: Temporary immigration, passport and citizenship measures

Due to the recent wildfires across Canada, we’ve introduced temporary special measures to help those directly affected by these wildfires.

If you’re directly affected by the wildfires, you can apply for free to:

These special measures start July 2, 2025 and end November 30, 2025.

If you were affected by wildfires in 2024, and replaced documents, extended your stay or restored your status, learn more about last year’s temporary measures.

Request a refund for an application you’ve already submitted

You may be eligible for a refund if you applied to

  • replace a lost, damaged or destroyed document
  • extend or restore your temporary resident status
You applied before July 2, 2025

If you are directly affected by the wildfires, you may be eligible for a refund depending on

  • what you applied for
  • when you applied

Eligible refunds

You can ask for a refund if you applied to replace a

  • passport or travel document
  • citizenship certificate
  • PR card

You’re not eligible for a refund if you applied before July 2, 2025 to

  • replace a temporary resident document (visa, study permit, work permit or temporary resident permit),
  • restore your temporary resident status
  • extend your temporary resident status

Eligibility period

To be eligible for a refund to replace a passport or travel document, citizenship certificate or PR card, you must have applied on or after April 1, 2025.

Replace a citizenship certificate or citizenship card

You can apply to replace your lost, damaged or destroyed citizenship certificate (proof of citizenship) online or on paper.

  • If you apply online we’ll refund your fees
    • You must pay the fee in your online account to apply. Our system won’t let you submit without paying.
      After you apply, we’ll refund your fees
      • once we process the application, and
      • if your application includes the signed letter (attestation) that explains how you’re affected by the wildfires in Canada
    • You don’t have to contact us to get the refund.
    • Alternatively, you can apply on paper free of charge

If you’re replacing a citizenship card

We no longer issue new citizenship cards. If we approve your application, we’ll replace your card with an electronic citizenship certificate (recommended) or a paper certificate.

How to apply online
  1. Answer a few questions to make sure you can apply online (opens in a new tab) 
  2. If you can apply online, you’ll find a Create an account or sign in button.
    • If you don’t already have an IRCC secure account, you’ll need to create one.
  3. Write and sign a letter (attestation) that explains how you’re affected by the wildfires. Include the code “WFF2025” in your letter.

  4. If it applies, provide a copy of your proof of residence in an affected area, such as:
    • your driver’s license or another government-issued identity document that lists your home address

Replace a valid passport

You can replace a valid passport that has been lost, damaged or destroyed for free if both of these apply:

  • the passport you’re replacing was still valid for more than 6 months when it was lost, damaged or destroyed
  • you aren’t changing the name, date of birth, place of birth or sex on your new passport

Your new passport will have the same expiration date as your original passport.

You:

  • don’t need to pay the processing fees or the extra fee to replace a lost, damaged or destroyed passport
  • do need to pay for your passport photos
How to apply
  1. Complete the application for the passport you need
  2. Get 2 new passport photos (opens in a new tab) .
    • You must pay for the photos yourself.
  3. Don’t pay any processing fees or include a receipt.
  4. Complete the declaration for a lost, stolen, inaccessible, damaged or found Canadian travel document [PPTC 203] (PDF, 120 KB).
  5. Include one of these documents
  6. Include your (or your child’s) original passport, if available (even if it’s damaged)
  7. Submit your application by mail, at a passport office, or a Service Canada Centre

Replace a valid non-Canadian travel document (certificate of identity or refugee travel document)

You can replace a valid non-Canadian travel document that has been lost, damaged or destroyed for free. You:

  • don’t need to pay the processing fees or the extra fee to replace a lost, damaged or destroyed travel document
  • do need to pay for your photos

Your new travel document have the same expiration date as your original document.

How to apply
  1. Complete the adult or child travel document application (opens in a new tab) .
  2. Get 2 new passport photos (opens in a new tab) .
    • You must pay for the photos yourself.
  3. Don’t pay any processing fees or include a receipt.

Replace a permanent resident (PR) card

You can apply to replace a valid PR card that was issued in the last 5 years for free.

  • You don’t need to pay the processing fees or the biometrics fees (if you need to provide biometrics).
  • You do need to pay for your PR card photo(s).

  • Don’t pay any fees or include a receipt.
  • Include a Solemn declaration concerning a lost, stolen, destroyed or never received Permanent Resident Card (PR Card) (IMM 5451)(opens in a new tab)  form with your application.
  • Write and sign a letter (attestation) that
    • explains how you’re affected by the wildfires.
    • includes this sentence: “I am exempt from paying fees under the WFF2025 special measures.”
  • Upload this letter under proof of payment in the portal.
  • If you’d like to be considered for urgent processing
    • Select “Yes, my request is urgent
    • Under “Reason”, select “You are in a crisis, emergency, or vulnerable situation

Replace an immigration document

You can replace a lost, damaged or destroyed immigration document for free, including

  • visitor visas that are valid for 30 days or more
  • valid visitor records
  • valid study permits
  • valid work permits
  • valid temporary resident permits
  • records of landing (IMM 1000)
  • confirmations of permanent residence (IMM 5292 or IMM 5688)

Records of landing (IMM 1000) and confirmations of permanent residence (IMM 5292 or IMM 5688) can’t be reprinted.

Instead, we’ll provide you with a verification of status (VOS) document. A VOS document contains your complete immigration history.

How to apply to replace a visitor visa

You can replace a lost, damaged or destroyed visitor visa for free if it is still valid for 30 days or more. Your replacement visa will have the same expiration date as your original visa.

If your passport was also lost, damaged or destroyed, you’ll need to replace it first.

If your visitor visa is valid for less than 30 days or expired

There are no special measures to help you replace your visitor visa. You need to follow the usual steps to apply and pay the fees.

How to apply to replace a document other than a visitor visa

  2. Don’t pay any fees or include a receipt.
  3. Write and sign a letter (attestation) that explains how you’re affected by the wildfires. Include this letter with your application.

Extend or restore your status

Extend or restore your visitor status

You can extend or restore your visitor status for free if you have been directly affected by a wildfire and have valid temporary resident (TR) status at the time of application.

You need to apply for a visitor record to extend your visitor status. A visitor record is different from a visitor visa.

You may have more time to restore your expired status

You usually have 90 calendar days to apply to restore your status after it expires.

Depending on when your status expires, you may have more time to restore it under these temporary special measures.

  • Your status expires before September 2, 2025
    You have until November 30, 2025 to apply to restore your status.
  • Your status expires on or after September 2, 2025
    You have the standard 90 calendar days to apply to restore it.

You can extend or restore your status as a student for free if you have been directly affected by a wildfire and have valid TR status at the time of application.

If your Designated Learning Institute (DLI) is closed

If your DLI is currently closed, you’re considered to have authorized leave.

You

  • can pause your studies or progress towards a degree without a penalty
  • will still be able to work off-campus if your study permit lets you work
  • will still be eligible to apply for a post-graduation work permit

Once your DLI reopens, you’ll need to have valid status as a student to return to your studies. If you need to extend your study permit, include a letter from the registrar or your DLI explaining the situation.

You may have more time to restore your expired status

You usually have 90 calendar days to apply to restore your status after it expires.

Depending on when your status expires, you may have more time to restore it under these temporary special measures.

  • Your status expires before September 2, 2025

If you apply to extend your status and it expires before your application is processed

Apply for another temporary resident permit

If you are the holder of a temporary resident permit (TRP) you may be eligible for a fee-exempt subsequent TRP to continue your stay in Canada. TRP holders do not benefit from maintained status.

You may apply for a subsequent TRP for free if you have been directly affected by a wildfire and have valid TR status at the time of application.

Apply for a TRP only

      • lists the name and address of your designated learning institution (DLI) in the affected area, if this applies
    • if it applies, a copy of your proof of residence or temporary stay in an affected area, such as
      • your driver’s licence or other government-issued identify document with your home address
      • a utility bill
      • a hotel receipt
    • if it applies, proof that your DLI is currently closed due to the wildfires, such as
      • a signed letter from your DLI on school letterhead
      • a media article
      • an email to students stating that classes are suspended
      • a copy of a notice posted on the DLI’s website
  5. Write “WILDFIRES25” on both
    • the envelope, and
    • the first page or covering document of your application
