Canadian Armed Forces Military Personnel Instructions 01/26 – Promotion and Other Rank Changes

Application: This instruction applies to officers and non-commissioned members (NCMs) of the Canadian Armed Forces (CAF), both Regular Force and Reserve Force, hereinafter referred to as CAF members, unless specified by component or sub-component.

2. Definitions

Effective Date; effective date of promotion or other rank change (date d’entrée en vigueur)

The day on which a CAF member assumes a new substantive rank or on which an acting rank, or a reversion, relinquishment or reduction in rank begins.

The day on which a CAF member has completed the minimum time in rank and is eligible for consideration for promotion to the next rank.

Merit Principle (Principe du mérite)

The principle guiding the selection for promotion of a CAF member based on their relative standing on an objective comparative list.

Occupational Functional Point (OFP) (niveau professionnel de compétence)

The point at which a military member completes all developmental period one (DP1) individual training and education, which permits first employment in an assigned military occupation.
Note – At OFP, a member is posted off the basic training list or subsidized university training list into a trained effective establishment position and counted as trained effective strength.

Promotion (promotion)

The progression of a CAF member from one substantive rank to a higher substantive rank.

Note 1 – The granting of an acting rank is not a promotion.

Note 2 – The following advancements in rank are not promotions: Private (Basic) to Private (Trained); Aviator (Basic) to Aviator (Trained); and Sailor 3rd Class to Sailor 2nd Class. (DTB record number to be assigned)

Promotion Condition (condition de promotion)

A situation, circumstance, factor, or state that must exist or be present before a CAF member can normally advance to the next higher substantive rank, or else a promotion cannot happen. Conditions cannot be waived but conditions established by the CDS can be modified by the CDS.

Promotion Standard (norme de promotion)

An established and pre-determined benchmark level of achievement, personal accomplishment such as military training, qualification and/or experience criteria, time in rank to EPZ, and physical fitness evaluation required to advance to the next higher substantive rank. The CDS can waive standards on a case-by-case basis or on a general policy basis such as for accelerated promotion or achieving a qualification through Prior Learning and Recognition (PLAR).

Rank Change (changement du grade)

A promotion, a grant of acting rank, or a relinquishment, reversion or reduction of rank. (DTB record number to be assigned)

Reduction in Rank (rétrogradation)

[A] compulsory demotion from a substantive or temporary rank to a lower rank consequent upon a sentence imposed by a court martial or a sanction imposed in respect of a service infraction. (QR&O 1.02).

Relinquishment of Rank (abandon de grade)

A voluntary return to a lower rank as requested by an officer or NCM and approved by an appropriate authority. (based on QR&O 11.12 and DTB record 697452).

Reversion of Rank (retour à un grade inférieur)

The ordered or directed return to lower rank other than by reduction. (based on QR&O 1.02 and DTB record 34182)

Time Credit for Promotion (TCP) (l'ancienneté comptant pour l'avancement

The number of days calculated based on the CAF member’s previous military service, rank, military and civilian qualifications which may be credited towards the “time in rank for promotion” standard.

4. Policy Direction

Context

4.1 In the profession of arms, rank indicates a CAF member’s level of expertise, responsibility, and the authority to exercise command. CAF members hold ranks commensurate with the positions they are expected to fill in the hierarchy of the institution as they progress in their careers. The primary mission outcome for CAF performance management, development and promotion systems is that CAF members are performing effectively in their roles and are well suited to their position and rank. However, promotion is not an entitlement. Being merited for promotion does not imply that promotion to the next higher rank will automatically follow. In all circumstances, the promotion of a CAF member is based on the merit principle, or acting rank is used to meet the needs of the service. Other rank changes can occur through reduction in rank, relinquishment, or reversion of rank.

Purpose

4.2 The purpose of this instruction is to amplify DAOD 5511-0, Promotion and Other Rank Changes and prescribe the policies and procedures for the promotion and other rank changes of CAF members. This includes appointment to Master Corporal/Master Sailor (MCpl/MS), reduction, relinquishment and reversion of rank. This instruction also addresses commissioning as it is a necessary pre-requisite to promotion beyond the rank of Officer Cadet/Naval Cadet (OCdt/NCdt).

Policy Statement

4.3 The CAF is committed to the promotion, appointment or other rank changes of CAF members through a fair, objective, and defensible process to meet the needs of the service in filling vacancies in the CAF establishment. Promotion, appointment or other rank changes will take place when the conditions and standards for promotion, or circumstances for other rank changes, as prescribed in regulations, are met.

Types of Rank

4.4 The annexes to this instruction describe the procedures to be followed for promotion or appointment and other changes to a CAF member’s rank. Pursuant to QR&O Chapter 3, Rank, Seniority, Command and Precedence rank and the appointment of MCpl/MS denote the authority to exercise command over CAF members holding a subordinate rank. The types of rank that can be held by CAF members are:

  1. Substantive:
    1. The substantive rank of an officer is the officer's confirmed rank. In this way it is their permanent rank. An officer cannot be reverted in rank for inefficiency or upon conviction by a civil authority. An officer can relinquish their rank and revert to a lower rank.
    2. The substantive rank of an NCM is that rank below which cannot be reduced except by reduction or reversion in rank. NCMs can be reverted in rank for inefficiency or upon conviction by a civil authority;
  2. Temporary. A CAF member who is on active service may be authorized, in accordance with orders issued by the CDS, to hold, in addition to their substantive rank, a higher temporary rank. Temporary rank refers to a rank awarded for the duration of the active service, when it is known that active service will cease at some point. It is normally associated with service in the Special Force component of the CAF. Pursuant to QR&O article 11.02(3), an officer or NCM who is enrolled or placed in the Special Force may be promoted to temporary rank or granted acting rank only. CAF members from other components placed in the Special Force may be given a higher temporary rank while in the Special Force, particularly if placed in positions of command for which they do not hold the appropriate substantive rank. The CAF member is promoted temporarily to the rank of the position they are appointed to if their substantive rank is lower than what the position requires. They revert to their substantive rank upon transfer back to their originating component. Once temporary rank is authorized for use, approval authority for temporary rank rests with the authorities listed in section 5.2; and
  3. Acting. A CAF member may be granted an acting rank higher than the member's substantive rank:
    1. for an indefinite period. When granted for an indefinite period, it takes the form of Acting (Lacks Qualification) rank also known as “Acting Lacking” (AL) rank; or
    2. for the period during which the member is filling a position on the establishment for which a rank higher than the member’s substantive or temporary rank is authorized. When granted for the period during which a CAF member is filling a higher ranked position, it takes the form of Acting While So Employed (AWSE) rank. See Annex F for more details on the use of AL and AWSE rank.

Note 1 – Promotions are normally to substantive rank. AL rank may be granted when a member is missing a promotion prerequisite. A CAF member can hold only one substantive rank.

Note 2 – Temporary rank is always higher than a CAF member’s substantive rank. Acting rank is always higher than a CAF member’s substantive or temporary rank.

Note 3 – In accordance with QR&O 3.08, Master Corporal Appointment a Cpl/S1 may be appointed as MCpl/MS. The rank of a MCpl/MS remains that of Cpl/S1. Therefore, while the appointment of MCpl/MS is not a rank, for ease of reference in this instruction whenever “promotion” is used, this includes the appointment to MCpl/MS or AL MCpl/MS, unless a distinction needs to be made.

Note 4 – The use of temporary rank is suspended until authorized by the CDS.

Note 5 – The Schedule to the National Defence Act (NDA) sets out the ranks used in the CAF. QR&O 3.01(3), (4) and (5), Ranks and Designation of Ranks set out designations of ranks for CAF members wearing the naval, army and air force uniforms. Rank abbreviations are in accordance with A-AD-121-F01/JX-000, Manual of Abbreviations – Department of National Defence and the Canadian Forces. See the table to QR&O 3.01, Ranks and Designation of Ranks for additional designations of ranks for CAF members.

5. Operating Principles

General

5.1 To implement this policy, the CAF must:

  1. maintain a process to determine the number of promotions required any given year based on vacancies in the CAF establishment for each component;
  2. ensure adherence to conditions and standards for promotion;
  3. state the circumstances by which rank changes can occur; and
  4. maintain a process to recommend and approve promotions or other rank changes.

Eligibility Criteria for Promotion

5.3 In accordance with to QR&O 11.02, Conditions Governing Promotion the MND, CDS or an officer with the delegated authority may promote a CAF member to a higher rank when the following criteria are met:

  1. there is an appropriate vacancy in the total establishment for the CAF member’s component, expressed by the TEE in rank and military occupation,
  2. the appropriate authority recommends the promotion, and
  3. the CAF member meets such promotion conditions and standards as the CDS may prescribe.

5.4 The MND, CDS, or an officer so delegated the authority may also grant acting rank, or approve other rank changes such as reversion, reduction in rank, relinquishment, or revocation of a MCpl/MS appointment. AWSE may be granted by DGMC for Regular Force members of LCol/Cdr rank and below and an OCC for members of the Primary Reserve. See Annex F and CAFMPI 01/24, Acting Rank or Appointment (While So Employed) for LCol/Cdr and Below for more details.

Note – Posthumous promotions. Pursuant to QR&O 15.01(2), Release of Officers and Non-Commissioned Members where the service of a CAF member is terminated by death, their release shall be recorded for that reason. Therefore, a deceased CAF member is no longer a member and cannot be promoted. If a CAF member should have been promoted prior to their death and an error was made in not promoting them, a promotion authority may correct the error. The CAF member must have met all the conditions and standards for promotion prior to their death.

Promotion on Merit

5.5 CAF members are normally promoted to fill vacancies in the total establishment for the CAF member’s component, based on merit and the needs of the service. Promotion to higher rank is an act of trust and confidence that the member’s demonstrated competencies are commensurate with what is deemed necessary to exercise the authority granted and to discharge the responsibilities assigned in the next rank. Competence may be acquired through training, education, employment experience, and self-development (see DAOD 5031-8, CAF Professional Development) so that determinations about the competence of any individual to assume a higher rank should take all these factors into account, including the demonstrated level and quality of performance in each area. Merit is determined through promotion selection boards for Regular Force CAF members, or other objective comparative processes as determined by an OCC/L1 for Reserve Force CAF members if selection boards are not used. Where promotion pools are used, a selection board process determines in which pool a CAF member will be placed. Merit also includes meeting all conditions and standards for promotion pursuant to QR&O 11.02.

5.6 Promotion from Cpl/S1 through to MWO/CPO2 and from Capt/Lt(N) through to LCol/Cdr is competitive within each occupation at each rank level. Promotion to the rank of CWO/CPO1 and to Col/Capt(N) is competitive within each occupation. Promotion to the rank of BGen/Cmdre or above is by selection from merit-based promotion pools. See Annex J for the use of promotion pools for promotion.

5.7 There is no obligation to promote until the entire TEE for each rank and occupation is filled. The health of an occupation may require that some positions at various ranks be left vacant. A vacancy at the next rank does not automatically equate that a promotion for a merited CAF member will occur.

Promotion Conditions and Standards

5.8 Pursuant to QR&O 11.02, Conditions Governing Promotion in addition to the conditions of there being a vacancy in the establishment and a recommendation for promotion by the appropriate authority, CAF members must meet certain promotion standards and such other conditions as the CDS may prescribe for promotion to substantive rank. These conditions and standards are detailed in Annex A.

Promotion Recommendation

5.9 The result of a promotion selection board in the Regular Force is a list of all CAF members who are recommended for promotion for that year. Once the appropriate promotion authority approves this list, CAF members can be selected for promotion from this list based on the needs of the service. For the Reserve Force, a CO’s recommendation for promotion submitted to the promotion authority fulfils the condition that a member must be recommended for promotion by the appropriate authority.

Promotion Year

5.10 The promotion year is 1 January to 31 December of the same calendar year. Promotion selection lists, when used, are effective on 1 January of the year for which they are for and remain valid until 31 December of that same year. A promotion can be effective on any date during the promotion year.

5.11 For Reserve Force CAF members, the effective date of promotion is the date on which the promotion authority approves the promotion or the date stipulated by the promotion authority when they approve the promotion.

Out of Sequence Promotion

5.12 When a promotion selection list is used, CAF members may be promoted out of sequence during the promotion year to fill vacancies in the establishment as they arise. When an out of sequence promotion occurs, a bypassed CAF member who is not assigned to a position at the next rank by 1 December will be promoted effective 1 December of that promotion year. This recognizes the standing they merited on the promotion selection list and allows the CAF member to be promoted with their peers. Assignment to a position at the new rank must be done as soon as practicable thereafter. This must be done no later than the next APS for Regular Force members.

5.13 An out of sequence promotion that will result in the bypassed CAF member not being promoted until the next calendar year is an exceptional event which requires the approval of the CMP for officers, or a delegated promotion authority for NCMs. If approved, the CAF member’s promotion is protected into the following year with adjustments made to that year’s promotion forecast.

Note – The out of sequence promotion policy does not apply to those selected for promotion via the promotion pool process which is detailed in Annex J.

Presentation of Promotion

5.14 A promotion is only effective on the date set by the approval authority. A CAF member’s new rank should be presented as close as possible to the effective date, keeping in mind that pay in the new rank does not start until the effective date regardless of when the promotion is presented. The officer presenting the promotion should be at least one rank higher than the CAF member being promoted. For example, a Maj/LCdr can present a Capt/Lt(N) with their new Maj/LCdr rank. Presentation of the new rank must not occur until confirmation that the screening and applicable due diligence in paragraph 5.15 have been completed.

Promotion Screening and Due Diligence

5.15 The time lapse between when the appropriate authority recommends a promotion, the promotion approval authority approves a promotion and a rank change instruction or some other such notification of an approved promotion necessitates that screening and due diligence be done at unit level to verify that there has not been any change in circumstances that could affect the CAF member’s suitability for the intended promotion. Unit COs must use the form DND 4100, Promotion / Appointment Verification Screening found in the Defence Forms Catalogue for this verification. While the unit CO is not the approving authority for promotions above the rank of Cpl/S1, their concurrence signifies that there in nothing in the CAF member’s current status that would preclude a promotion. See Annex B for details.

5.16 The DND 4100 includes a self-certification portion for certain ranks that the CAF member being promoted or being appointed to a command or command team position must also completed. This includes appointments to deployed CO and Regimental Sergeant Major (RSM) or equivalent positions at any rank: deployed MWO/CPO2, CWO/CPO1, Capt/Lt(N), Maj/LCdr or LCol/Cdr for units or Task Forces that are not, at the time of deployment, currently COs or RSMs domestically.

6. Promotion Process

General

6.1 Designated CAF authorities must ensure the following:

  1. promotion is always based on a confirmed requirement for a CAF member to fill a vacancy at a higher rank. There must be an established accountable position authorized through the VCDS establishment change (EC) process;
  2. selection for promotion must be free from real or perceived bias. When selection boards are used, board members must have completed the mandated unconscious bias training prior to sitting on the board;
  3. a CAF member who does not meet the established standards for promotion is not promoted unless the CDS approves a waiver, or they can be granted AL rank under certain circumstances as detailed in Annex F;
  4. a CAF member who is on Counselling and Probation (C&P) in accordance with DAOD 5019-4, Remedial Measures is not promoted while they are on C&P;
  5. a CAF member who is on compassionate status in accordance with CAFMPI 02/25, Contingency Cost Moves for Personal Reasons, Compassionate Status and Compassionate Posting cannot be promoted to substantive rank while on compassionate status, except for promotions to Cpl/S1 or up to Capt/Lt(N);
  6. a CAF member on LWOP or a Reserve Force CAF member on ED&T is not promoted except if the LWOP or ED&T is for Maternity or Parental (MATA/PATA) leave;
  7. any reduction in rank occurs only upon a sentence imposed by a court martial or a sanction imposed by a summary hearing in respect of a service infraction; and
  8. any reversion of rank occurs pursuant to QR&O 11.10 Reversion and Remustering for Inefficiency and QR&O 11.11, Reversion Upon Conviction by a Civil Authority.

Promotion or Other Rank Change Process

6.2 The promotion or other rank change process is detailed in Annex B. The steps involved for promotion are as follows:

  1. assessment, which occurs through the annual performance appraisal cycle and through selection boards when held, or other assessment process;
  2. verification of the requirement to fill a vacancy on the establishment at the next rank based on the needs of the service;
  3. a recommendation for promotion from the appropriate authority based on an approved selection board list or other objective comparative process result;
  4. approval by the appropriate promotion authority; and
  5. completion of promotion screening and due diligence.

6.3 These steps can be modified as applicable for AWSE rank or other rank changes, but must always include a recommendation, approval by the appropriate authority and completion of screening and due diligence.

  • approve the promotion under SRCP of the CAF CWO/CPO1 to LCol/Cdr.
CMP
  • develop and approve functional direction for all CAF promotion policy for Reg F and P Res, and any related matters; and
  • approve the relinquishment of rank for OCdts/NCdts as delegated by the CDS.
Environmental Comds/L1 Comds 
  • approve promotions as delegated by the CDS for Reserve Force CAF members of LCol/Cdr and CWO/CPO1 rank;
  • oversee the delegated approval authority to subordinate commanders for promotion to Maj/LCdr;
  • approve reversion and revocation of rank for Reserve Force CAF NCMs; and
  • oversee the delegated approval of reversion and revocation of rank for Reserve Force CAF NCMs to Formation Commanders.
Reserve Force Formation Commanders, (Naval Reserve, Division, Wing, Brigade or equivalent)
  • approve promotions, when delegated, for Reserve Force CAF members of Maj/LCdr and MWO/CPO2 rank; and
  • approve reversion and revocation of rank, when delegated, for Reserve Force CAF NCMs.
DGMC
  • approve promotions, including accelerated promotion for Regular Force members of LCol/Cdr rank and below; and
  • approve reversion, revocation, and relinquishment of rank for Regular Force NCMs.
Commander CDA
  • action the commissioning once approved by the Governor-General (GG) and promotion of OCdts attending an RMC to 2Lt/ASLt, and if applicable depending on the enrolment plan, the simultaneous promotion to Lt/SLt.
DSA
  • recommend CWOs/CPO1s for commissioning to Capt/Lt(N) or Maj/LCdr under the SRCP based on the results of the SRCP Selection Board, as per CAFMPI 03/22Special Requirements Commissioning Plan
DPGR
  • approve the relinquishment of rank for OCdts/NCdts at CMC as delegated by the CDS.
Unit COs
  • approve the advancement of CAF NCMs from Pte(R)/S3/Avr(R) to Pte(B)/S3/Avr(B) to Pte(T)/S2/Avr(T);
  • approve the promotion, including accelerated promotion, of Pte(T)/S2/Avr(T) to Cpl/S1 rank; and
  • approve promotions for a Reserve Force member if CO of a Reserve Force unit, when delegated by an OCC to Capt/Lt(N) and below for officers and to WO/PO1 and below for NCMs.
DMCPG
  • oversee and advise on the development of promotion and other rank changes policies.
