Description
Health Canada is proposing amendments to the Pest Control Products Regulations that would permit the use of electronic labels, the internationally aligned Globally Harmonized System standards, and improve the readability of labels.
This regulatory initiative was identified by Health Canada in the Agri-food and Aquaculture Sector Regulatory Review Roadmap.
This regulatory initiative is associated with Health Canada's stock review plan.
Regulatory cooperation efforts (domestic and international)
The option to use Globally Harmonised System labels would improve alignment with other international markets, while maintaining the option of alignment with the United States.
Potential impacts on Canadians, including businesses
It is anticipated that the proposed regulatory amendments would improve labels' readability, which would allow users to understand and find the information they need to use pest control products safely and effectively.
In addition, it would allow the use of electronic labels, and international formats (i.e., the Globally Harmonized System of Classification and labelling of Chemicals), which could reduce costs for business.
Consultations
Canadians will have the opportunity to provide comments on the regulatory proposal during the Canada Gazette, Part I, public comment period, which is expected to take place in fall 2023 and last 75 days.
Health Canada plans to publish the proposed changes in the Canada Gazette, Part II, in spring 2024.
