Q.C, Independent Assessor, Broken Dreams Broken Lives: The Devastating Effects of Sexual Harassment on Women in the RCMP – Final Report on the Implementation of the Merlo Davidson Settlement Agreement [PDF, 4.1MB] (11 November 2020) (Bastarache Report). The Bastarache Report described in details a toxic work environment for women in the RCMP, referring to a culture that tolerates misogynistic and homophobic attitudes among its leaders and members. Far from being the case of a few “bad apples”, Justice Bastarache described a devastating, long standing set of affairs that stained the reputation of an iconic Canadian institution.
