Organizational structure of the Royal Canadian Air Force

RCAF headquarters

The RCAF’s headquarters is located in Ottawa, Ontario. It is led by the RCAF Commander, RCAF Deputy Commander, and RCAF Command Chief Warrant Officer.

RCAF Divisions, Wings, and Squadrons

Three divisions report to RCAF headquarters along with the RCAF Warfare Centre.

There are 15 RCAF Wings strategically located across Canada. At some Wings, the Commander of the Wing is also Commander of the Canadian Forces Base (CFB) where the Wing is located. In these instances, the name of the Wing and CFB are interchangeable as indicated in the titles below.

1 Canadian Air Division: air power generation and delivery

Location: Winnipeg, Manitoba
Leadership: Commander of 1 Canadian Air Division (also serves as Commander of Canadian NORAD Region, Joint Force Air Component Commander, and Commander of Search and Rescue Region Trenton)

1 Canadian Air Division (1 CAD) is the operational headquarters for the RCAF. It is organized and equipped to provide air power and personnel that are ready for rapid deployment on domestic and international operations.

1 Wing Kingston

1 Wing Kingston provides integrated tactical aviation airpower effects for the Canadian Army, the Canadian Special Operations Forces Command, and the RCAF in support of Canada’s national and international objectives.

2 Wing Bagotville

2 Wing Bagotville is the RCAF’s air expeditionary wing. It can rapidly deploy as a self-contained unit, employing air power and providing associated support wherever needed, across Canada or around the world.

3 Wing/CFB Bagotville provides general purpose, multi-role, combat capable forces in support of domestic and international operations. It also supports search and rescue missions.

5 Wing Goose Bay / CFB Goose Bay

5 Wing/CFB Goose Bay supports NORAD operations for projection of air power on the north and northeast coasts of Canada. The Wing’s location and facilities provide an exceptional training environment for Canadian Armed Forces, NATO partners and allies.

8 Wing Trenton / CFB Trenton

8 Wing/CFB Trenton is the hub of air mobility operations for the RCAF in Canada and around the world, including aerial refueling, tactical and strategic airlift, search and rescue (SAR) in central Canada, deliveries to the high Arctic, and VIP transportation.

9 Wing Gander / CFB Gander

9 Wing/CFB Gander provides search and rescue services throughout Newfoundland and Labrador as well as northeastern Quebec. It also operates and maintains a Canadian Coastal Radar as part of NORAD’s early warning and tracking network.

12 Wing Shearwater

12 Wing Shearwater is the centre of naval aviation in Canada. It provides maritime helicopter support to the Royal Canadian Navy (RCN) for missions at home and around the globe.

14 Wing Greenwood / CFB Greenwood

14 Wing/CFB Greenwood provides long range patrol training and conducts regular surveillance over the Atlantic Ocean. It also supports global strategic transport and is the primary air search and rescue unit on Canada's East Coast.

19 Wing/CFB Comox provides regular long range patrol surveillance over the Pacific Ocean. It is also the centre for search and rescue (SAR) training and the primary air SAR unit on Canada's West Coast.

22 Wing/CFB North Bay provides surveillance, identification, control and warning for the aerospace defence of Canada and North America at the Sector Air Operations Centre.

Combined Aerospace Operations Centre (CAOC)

This centre provides the personnel, process and equipment to plan, direct, monitor, control and coordinate domestic, continental and global operations 24/7/365.

Detachment 2, First Air Force (United States Air Force)

Members of the United States Air Force co-located at 22 Wing/CFB North Bay in support of the binational nature of the NORAD agreement between Canada and the United States.

Aerospace and Telecommunications Engineering Support Squadron (ATESS)

ATESS provides specialized aerospace and telecommunications engineering, training, and production services in support of worldwide air force operations.

2 Canadian Air Division: personnel training

Leadership: Commander of 2 Canadian Air Division

2 Canadian Air Division (2 CAD) is the foundation for RCAF training and education, and ensures continuity throughout the RCAF training continuum.

15 Wing Moose Jaw / CFB Moose Jaw

15 Wing/CFB Moose Jaw is the centre of aircrew training for the RCAF with two flying training schools. It is also home to the Canadian Forces Snowbirds aerobatic team.

16 Wing Borden is the largest training Wing in the Canadian Armed Forces. It provides air force technical training, aerospace control and professional development.

17 Wing Winnipeg / CFB Winnipeg

17 Wing/CFB Winnipeg generates, delivers and sustains air missions in support of the RCAF mandate. It also provides ab initio aircrew training, specialized education and aircrew environmental skills training.

CFASC selects Pilot, Aerospace Controller, and Air Combat System Officer candidates for aircrew training in the Canadian Forces.

3 Canadian Space Division: space power generation and delivery

Leadership: Commander of 3 Canadian Space Division (also serves as Joint Force Space Component Commander)

3 Canadian Space Division (3 CSD) delivers space power effects in support of Canadian Armed Forces (CAF) operations. It reports to the RCAF, which is the authority for the Department of National Defence (DND) / CAF Joint and Combined Space Program.

7 Wing (Space)

7 Wing (Space) integrates and assures space-enabled effects in all CAF Operations, driving pan-domain outcomes.

RCAF Aerospace Warfare Centre: air and space power innovation

Location: Trenton, Ontario

RCAF Aerospace Warfare Centre is the engine of transformation that drives the RCAF of today to the RCAF of tomorrow. Its mission is to ensure the evolution of Canadian air and space power.

414 Electronic Warfare Support Squadron

414 Electronic Warfare Support Squadron delivers agile, mission-focused electronic warfare (EW) support to the RCAF and broader CAF through timely EW products, specialized training, and expert guidance.

434 Operational Test and Evaluation Squadron

434 Operational Test and Evaluation Squadron manages and coordinates the RCAF’s operational test and evaluation activities to address air power challenges of today and the future through the execution of prioritized, command-driven test and evaluation.

Air and Space Power Development Centre

Air and Space Power Development Centre enhances RCAF professional air and space power mastery through the provision of specialized air and space power knowledge products and education.

Centre for Operational Research and Analysis

Centre for Operational Research and Analysis provides objective and timely advice based on sound research practices in the Canadian military context. It includes both qualitative and quantitative research in its analysis.

RCAF History and Heritage (H&H)

RCAF H&H captures, preserves, promotes and operationalizes the history and heritage of the RCAF and integrates this into RCAF core business programs and practices.
